Since 1999, the year of the first government chaired by Sánchez Monteseirín, and until 2007, the Seville City Council has awarded twelve surface rights on municipally owned land classified as of public and social interest for religious entities, of which seven were made by direct award, the model chosen in 2004 to assign the Los Bermejales plot to the Islamic Community of Spain.
The direct transfer model followed on seven occasions has benefited different religious confessions, regardless of their representation in Sevillian society. Thus, of the seven lands granted directly to religious entities, only two have Catholic Church entities as beneficiaries.
